Software and Systems Development
Software development has rapidly evolved from traditional waterfall methods to various agile approaches that deliver a strong return on investment by enabling faster, high-quality application delivery that better meets customer needs. BiC-1’s agile software developers focus on creating efficient, well-documented code that is easy to maintain, enhance, and reuse. BiC-1 utilizes modern Continuous Integration (CI), Continuous Delivery (CD), and containerization tools as part of our agile development methodology, allowing our application development teams to deploy code changes more frequently and reliably. Leveraging CI, CD, and Test Automation helps reduce risk and minimize rework.
Approach, Compliance, and Toolset
BiC-1’s approach to Software and System Development addresses both organizational and technical challenges in the fast-paced delivery of fully functional, reliable, and secure systems. Many of our clients aim to implement DevSecOps, a broader methodology that integrates software development (Dev), information security (Sec), and IT operations (Ops) to shorten the systems development lifecycle while delivering frequent feature updates, fixes, and improvements that are closely aligned with business goals. Traditionalapproach crosses traditional organizational boundaries between Development, Security, and Operations, organizational change management becomes crucial—and BiC-1 fully supports those initiatives.
From a technical perspective, BiC-1 adapts to each client’s environment and practices, whether they use SAFe Agile, Agile Scrum, Test Driven Development (TDD), Business Driven Development (BDD), Lean Software Development, Kanban, Dynamic Systems Development Method (DSDM), Feature Driven Development (FDD), or another agile methodology. In every case, BiC-1 applies a SEI CMMI DEV and SVC Level 3-assessed approach to project and service management, with continuous improvement processes in place to identify opportunities for increased efficiency and innovation.
Compliance is a top priority for our federal clients. Our approach incorporates security and accessibility from the initial requirements gathering phase to ensure that DoDI/NIST Risk Management Framework and Section 508 requirements are addressed early, when it’s most cost-effective.
BiC-1 uses a range of tools, including both open-source and proprietary technologies, to develop Java and .NET-based systems, supported by leading proprietary Business Process Management (BPM) systems, portal technologies like SharePoint, platform tools such as Salesforce, databases, and testing tools. Our testing strategy integrates both proprietary tools like Micro Focus (formerly HP) ALM Quality Center and open-source solutions like Selenium to provide the automated test coverage needed to keep up with rapid agile development cycles. PSC: R425 (Engineering/Technical)
Primary NAICS: 541710 (Research and Development in the Physical, Engineering, and Life Sciences)
Challenge:
As a pillar of national security, the US Army needs to ensure the Reliability, Availability, and Maintainability (RAM) of its warfighting assets. Among these assets are mission-critical aircraft, drones, missile defense systems, and the components that constitute those assets. Engaging the US defense ecosystem to support its mission, the Army requested for technical expertise for the planning, development, and deployment of systems assessment tools and testing programs for its air assets.
Solution:
Formed in 1984 to provide top-notch RAM analysis and engineering solutions, MTA Inc. took and deftly addressed the challenge. The company delivered a well-designed and easy-to-use Aviation System Assessment Program (ASAP) that helps evaluate the reliability of various aircraft using statistical methods.
Results:
MTA’s solution – which can be used to monitor and assess aviation systems such as those for the Apache, Blackhawk, Chinook, and unmanned aircraft – ticked all the checkboxes the client was looking for: effective, timely, and at a meticulously managed cost.
Described by the client as “outstanding,” MTA’s solutions also helped enable the DEVCOM Aviation & Missile Center (AvMC) to monitor and assess air defense systems such as Patriot and Stinger missile stockpiles, helping ensure the readiness of fielded systems.
Given MTA’s sterling performance in virtually all relevant metrics, the client disclosed that MTA will be recommended should a similar requirement arise in the future.
