Approach – Manpower Studies & Analyses
Our unique methodology, known as the Manpower Analysis and Requirements Standards Development (MARS-D), ensures consistent adherence to DoD and other federal standards. We apply a refined five-phase approach to manpower analysis that enables our teams to structure and deliver short-term results. This approach allows our teams to leverage their skills and expertise across multiple projects and studies simultaneously.
We enhance the methodology’s capability with our proprietary MARS-D toolset, which captures key data to support each phase, applies analytic algorithms and interfaces, and produces dashboards with drill-down insights. The MARS-D toolset is an essential element of our objective and repeatable analysis, delivering actionable outcomes to our clients.

BiC-1’s Manpower Studies & Analyses Experience
The BiC-1 team has conducted multiple concurrent short-term manpower studies for DoD clients. For the Army National Guard (ANG), we support studies of ANG organizations across 54 states and territories, addressing over 85,000 full-time manpower staffing requirements.
